Fred Olen Ray is a great craftsman of Z-movie (not even B-movie), known for not turning down any subject that comes his way, whether horror or erotic, or a mixture, like this film.
One of the director's maxims is: Nude is the cheapest special effect.
Evil toons is indeed an erotic film with some horror elements, no doubt bizarre but with little tension, even boring.
Beauty of the half-naked actresses aside (such as Monique Gabrielle, a former playmate), with shots often aimed at breasts and buttocks, the film does not deliver much excitement.
David Carradine is always a professional but it is impressive to see him in such a low art production.
Undoubtedly there is the original cartoon villain element, vaguely resembling Taz from Looney Toones, but this effect is used sparingly.
However, the director does not make the director take his film seriously, which also has a comedy setting.
In its own way, a cult.
